The Cincinnati, OH VA Medical Center is seeking a well-qualified Registered Nurse (RN) to serve as the Chief Nurse (CN) Geriatrics & Extended Care (GEC). The Chief Nurse, Geriatrics & Extended Care is responsible and accountable for all aspects of the nursing program of the Community Living Center (CLC) and across the GEC Services. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: Previous Long Term Care experience Previous Management experience Previous experience with Nursing Home Accreditation Previous experience in quality improvement Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: Per VA Directive and Handbook 5019 - a physical examination will be conducted based on the physical requirements of the position. A physical examination prior to placement is required. Regarding this specific RN position, the population of male and female veterans served ranges from the adult, age 18, to the elderly adult, age 65 and over. The VA Medical Center is a major interdisciplinary teaching facility, serving medical, surgical, and neurological inpatients and outpatients. There is a large outpatient psychiatric population, with admissions for medical co­morbidities. This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. BLS/ACLS Requirements: Current certification in BLS is required for all staff providing direct patient care, and police. Additionally, current ACLS is required for patient care staff that work in specified or high risk areas (SICU/ICU/CCU/MICU/PACU/ED/and all procedure suites using moderate sedation, etc.). If you are selected for a position which requires BLS/ACLS certification, you will be required to have proof of certification prior to being boarded for appointment with VA. If selected, obtain such certification in order to avoid any delays in the hiring process. ["VA offers a comprehensive total rewards package: VA Nurse Total Rewards In this key leadership role, the Chief Nurse (CN) has responsibility for resource planning and utilization; assuring the implementation of the quality management program; specified performance measures, identified national and local programs and initiatives, utilization and evaluation of clinical information technology systems and tools. He/she functions within this leadership role to assure the delivery of nursing care, patient and employee safety, customer and nursing staff satisfaction, effective use of resources, and compliance with a broad range of performance measurements and external reviewing body requirements. The CN GEC is an ECF participant and must meet the performance requirements detailed in that document including performance measures and the HPDM elements of performance in addition to the nursing professional qualification standards. The CN GEC supervises registered nurses, clinical specialists, nurse practitioners, nurse managers, licensed practical nurses, nursing assistants and administrative support staff assigned to the GEC Services. The CN GEC works in collaboration with service chiefs across integrated organizational structures and with medical center leadership to meet the organization's mission and performance measures. The CN GEC is an active participant in the VISN Rehab and Extended Care ICC. The CN GEC is responsible for sound fiscal and human resource management, program development, customer service/patient satisfaction, hiring decisions, staffing, employee relations, standards of care/practice, nursing peer review and professional practice evaluation, the work environment and the successful implementation of accreditation standards and all other internal and external accrediting bodies specific to nursing practice under his/her scope of responsibility. This leadership role actively manages and develops collaborative partnerships with clinicians, physicians, and administrative counterparts to achieve common goals. He/she participates in Medical Center committees, union partnerships and professional community organizations to continuously improve the quality of care and resolve staff and/or patient care issues. He/she is responsible for the oversight of staff that are responsible for demonstrating and maintaining full competency in the use, pre-cleaning and/or reprocessing of reusable medical equipment.
